井戸カフェ・補遺　「柳の井戸」

前項について知人から投稿があって、カリーズではなくて「カレーズ」と習ったとのこと。
ウィキペディアをみると、カナートはカーリーズ、カナーともいい、北アフリカではフォガラ、ハッターラ、カタラと称し、ウイグル語で カリズ、中国語では 坎児井（カンアルジン、甘粛省等）となる、らしい。
呼称の地域変化について、理解するのは結構難しい。

ところでカフェ・カリーズの床窓から覗くと、地下のスペースに1メートル弱四方の木の井戸枠が設置されていて、その中に塩化ビニールのパイプが突っ込んである。小型の電動ポンプで汲み上げ、「御茶の水」としているらしい。被圧地下水が湧き上がってくるわけではなく、あくまで汲み上げる水である。震災による停電でポンプが機能しなくなった時は、ロープ付バケツでも放り込んで地表まで水を引き上げるほかに方法はないだろう。そのバケツの水は、脇に置いてある脚立兼用のアルミ梯子を使って1階まで持ち上げられて、ようやく使える水となるのである。「サライ南麻布」はたしかに井戸付マンションだが、手動ポンプ付でないところが泣き所だ。

「井戸水」には、重労働がついてまわる。昔は「水」を使える状態にする作業が日常生活で大きなファクターを占めていた。水汲みと水運びにどのような労度が費やされたかは、現存する「まいまいず井戸」に行き（青梅線羽村駅の近くにある）、石ころだらけの渦巻き路をたどって底に降り立ち、また地表に上ってみてようやく予想がつくのである。

「阪神大震災」以降、大都市のライフライン破断は回復までに最低1月を要すると考えるのは常識となった。電気、水道、ガス、下水のうち、比較的早く復旧されるのは電気である。これは長くて1週間から10日。上水道は2週間から1カ月以上。都市ガスは1カ月から2カ月をみておくべきだろう。下水施設は、地盤が液状化すれば完全復旧までにどれだけかかるか予測がつかない。

現存しかつ稼働中の手動式の井戸ポンプは、大地震から10日ほどは「お宝」以上の存在となるのである。

ところでカフェから仙台坂を麻布十番側に渡れば、すぐそこは名刹麻布山善福寺の参道。左右に塔頭が並ぶなか、右手中ほどに柳の木が立ち、その足元に伝説の「柳の井戸」はある。

井戸とは言うものの自然の湧水で、しかも都心にはまことに稀な現役の湧き水。チロチロとではあるが、絶え間なく水は流れ出している。
参道正面、段丘崖の斜面を開削して境内とした善福寺の背後の台地上には、巨大キノコに似た「元麻布ヒルズフォレストタワー」（地上29階地下3階、2002年竣工）がそびえるが、湧水は辛うじて命脈を保つ。
95年前（震災）や72年前（戦災）は、トウトウ（滔々）に近い水量だったはずだ。
少なくない数の人が、この水で命をつなぐことができたという（傍に立つ港区教育委員会の標識による）。

地元「山元町会」の「かわら版」（2017/6/8）によれば、「柳の井戸」は現在10秒間に約1.5リットルの湧水量があるという。こうした地元市民による測定、計量はまことに重要にして貴重である。
一方、日本地下水学会のウェブサイト「都内湧水めぐり」は、柳の井戸の湧水量は降雨条件（季節）によって変化するが、2011年4月13日の測定では1分間に5リットルとしている（http://www.jagh.jp/content/shimin/images/wakimizu/20111002/arisugawamiya.pdf）。この数字は10秒では0.83リットルに相当する。
両者を勘案して、仮に10秒1リットルの値とすると、1分で6リットル、1時間では360リットル、1日で8,640リットルの水がひとりでに地表に噴き出しているのである。
国連は「人間らしい生活」のために必要な最低限の上水量（1人1日あたりの飲用を含む生活用水の量）を50リットルとしているというが、その数字を用いれば、柳の井戸の湧水量は約173人分に相当する。

けれども現在、行政が災害断水時に配給を予定しているのはとりあえず「飲料水」のみで、それも1人1日あたり3リットルなのである。それも基本的には区、市にそれぞれ2、3ヶ所ほどしか存在しない「災害時給水ステーション」に足を運び、何時間も並んでようやく手に入れられる（かどうか）という水である。
トイレ用水を筆頭とする生活上の雑用水の対応については、区や市それぞればらばらの対応で、実質用意なきに等しいかきわめてプア―な面が見受けられる。各地から給水車が駆け付けたとしても、巨大な首都圏人口に対しては「焼石に水」に近い状態となろう。
これに反して、都の水道局が発表している、都民1人あたりの、現今の水道水消費量は、1日平均約219リットル（トイレや風呂、洗濯、調理、洗車、ガーデニング用の水を含む。一般的なバスタブは約200リットル）と莫大である。
3リットルと219リットルの間にある目の眩むような落差、そして「その時」の対応を日常感覚の延長（normalcy bias）と個々の備蓄や自助に委ねる構図の背後には、戦前戦中、敗戦直後の日本の亡霊が透けて見える。

人、いや生きものすべての存在の根幹にかかわる「水」に関して、実態はかくの如しである。仮に「避難所」に頼るとしても、自分や家族の生病老死が懸かる（「分配」などをめぐっての）トラブルや諍い、心身の動揺や疲弊に無縁であることはできないだろう。その時まかせ、あるいは行政や役人の想定や対策・計画に任じたままでは、生存すら危ういと肝に銘じるべきだ。
「首都圏」では、「そのとき」に220リットルの10分の1、つまり1人1日22リットル（大きなペットボトル11本分）でも確保できれば不幸中の幸いと言うべきだろう。しかしこの水量では、悪くすれば死に至る「トイレ我慢」が伴うのである。

とまれ、マンションに地下水を利用できる「井戸」が備えられているとしたら、それも手動のシリンダーポンプ付深井戸だとしたら、お宝以上の「まことの幸い」なのである。
