第三の敗戦　—「属人主義」列島について

敗戦の第一は言うまでもなく、第二次世界大戦における日本である。
ただし今日ではその実像を知らない、夢・キラキラの若年層が人口の半分以上を占めている。

さて、その第二は2011年3月11日の東京電力核発電施設の電源喪失に端を発する危機とその結果（現在進行中）であり、第三は新型コロナウィルス罹患者と死者が急激に増大しつつある、今日の日本列島の現実である。

これら三つの敗戦は、すべて因子を同じくする。
それは「属人主義」である。

「属人主義」に対するのは「属事主義」である。
属事主義、属人主義という2つの用語は、岡本浩一氏の『無責任の構造』（PHP新書、2001）から借用するのだが、属事主義は、ことにあたり、ことの実際とよってくる理をつきつめ、理にしたがって対処せんとするエトスをいう。

それに反して、属人主義ではまず人、つまり空気を読むのである。
それが日本列島における世間や常識あるいは見えざる規範である以上、人は不可避的に忖度人形でなければ風見鶏、ないしはヒラメと化さざるを得ない。
属人主義の典型は、成文法なき、あるいはおのれに不都合なそれを無視・無化もしくはそれに逆行させる王政である。
お隣の20世紀民話皇帝毛氏が法を嫌い科学を無視し権力に執着した結果、中国史上最大規模の死者を出したことはよく知られている（大躍進、文化大革命）。
『貞観政要』などが「名君の手本」として喧伝されることがあるが、結局のところ専制つまり「属人主義」の一見本にすぎないのである。
一方、王の臣下にして黒子は、時に王より猛々しく毒害を流すことがある。
「首相と心中する」と公言してはばからない現列島内閣の総理大臣補佐官などは、その典型かも知れない。

しかし形式的にもまともな法が存在し機能する場合、属人主義の下では隠蔽や改竄があたりまえとなり、嘘つきが隠れたコード（法）にまで一般化する。
本音と建て前の構造はこうして成立した。
なんらかのきっかけでそれが露見し問題化された場合、自殺や刑死にまで追いつめられるのは端末であって（B・C級戦犯）、嘘つきの元凶は吊るされることがないかぎり生き延びる。
日本列島無責任の構造はこうして成立した。

しかし人が神でない以上、属人主義では結局のところ事態に対処することは不可能である。すなわち敗けを運命づけられているのである。これを悲劇や美の高揚感にすり替える（ひとりよがり＝日本浪漫派）としたら、茶番（阿Q正伝）というほかない。

「属事主義」は、科学と言い換えてもよい。
しかし内閣官房や厚生省おかかえの「専門家会議」は、空気を読み、議事録をつくらず、結論をやわらげ、スピードを落とし、感染症対策の検証を不可能として、学者ですらないことを暴露した。
もっともそれ以前に、わが裸の王すなわちことにあたって責任をとる覚悟も意志もなく、（改憲を）夢見るだけのお坊っちゃまの存在こそが最大の敗け因子である。

お坊っちゃまアベ某の「首相」在任時期は、日本憲政史上稀にみる属人主義つまり隠蔽と忖度が蔓延（法治否定）し、列島の未来を拘束するさまざまな毒種（法令と官僚体制）が蒔かれた時代で、「合理化」（感染症ベッド数極少化）と確信犯としての検査不作為が招いた「医療崩壊」は「政治崩壊」の結果にすぎない。

「王」も、その権力維持のため「理」ではなく、右顧左眄して「空気」を読む。
だから感染症蔓延状態においても、科学的な根拠と予測に従って、人びとの命をまもるため「説得」ようとするのではなく、一方的な「宣言」か及び腰の「発令」に終始する。
もっとも肝要な感染検査や医療従事者の防護体制も確保できないのに、マスクや現金を全国にばら撒くのは同構造による。

官と民に染みついた「属人主義」は、それ自身が滅びきるまで敗戦をくりかえすほかないのである。

    23日に喘息の定期検診で半蔵門病院へ行くので、感染して死ぬかもしれないので、もしや最後のコメントします。
    現下の課題が新型コロナ対策だとすれば、西村康稔という通産省出身者が「新型コロナ対策担当大臣」を称していることは、属人的にも属事的にも全く駄目だということですか。組織論としては属人主義に属職主義を対置して考えます。例えば原発事故の際、時の首相菅直人はなまじ原子力工学をかじっていたので「ベントだ！」と属人的に叫んで首相という属職対応を誤ってしまったようなことがあります。安倍首相はウイルスと細菌の区別さえつかなくても、最低限その区別位つく人物を対策責任者にあてがえばよかったのです。見識ある海外メディアや学者からはWho is Nishimura? で、経済官僚である素性が知れると、日本がトランプ以上に本気でまともなコロナ対策をしているとは、到底思えないようです。
    属事的・属職的には加藤厚生大臣を責任者に据えれば、形式的には妥当だったでしょうが、お説の属人主義からすれば、西村以上に安倍忖度の無定見イエス政策が垂れ流されたでしょうか。

    要はアベは新コロ現象を理解できず、対策もやる気なく、これはあくまで経済対策だぞと、責任を押し付ける先をニシムラにしたということではないでしょうか。
